An investigation would reveal that Wilbert G. Swieso, CLU, ChFC is having various clients and their family members administered unknown chemicals in order to create horrific situations as he carries out his “secret sideline” ~ conspiring in municipal fraud/corruption. In so doing, he creates the very situations he makes himself appear to heroically resolve. From family discrepancies to major renovations to property to reinvestment of death claim funds.
He gains access to his client’s properties with offers of “help with home repairs.” Sewage back spills and major repairs ensue. Before it is over, the property is no longer standing as it was when originally built. His trail is comprised of death, divorce, foreclosure, suspected homicides, forged / altered / fraudulent legal papers, fraudulent insurance policies.

He presents these to neighbors as “proof” of their property overlapping and unless rectified, at THEIR expense, they will be SUED!
He has families annihilated.
For years, I was being administered unknown chemicals while being set up for what this heinous monster did to my family and me. I lost my family, our income properties, everything I owned. Robbed, raped, pets killed and more. I barely got away before he finished me off. MY SIBLINGS ARE STILL BEING POISONED ~ THIS IS HOW HE AND HIS MOB PITTED ENDS AGAINST ONE ANOTHER. SWIESO AND HIS GROUP DO NOT STOP UNTIL THEIR VICTIMS ARE ELIMINATED!

Learn how insurance agents (and realtors) conspire in robbing and seizing control of their client’s properties and assets. Keep in mind that the mold problem mentioned below was the result of Swieso having the newly-clamped water lines loosened, covered in cement in order to create the problem.
Not mentioned here is one of Mr. Swieso’s techniques in “helping” his confused clients obtain Long Term Care insurance before they “forget” to pay their premium. Always there to help, he is licensed in “reverse mortage.”

My monthly property insurance premium statements for my family’s 2 commercial properties arrived by mail – promptly paid.
Upon renewal, the premium changed somewhat. Suddenly, I stopped receiving the monthly billings. Not wanting to be an inconvenience, I continued making payments online ~ unfortunately, in the wrong amount. Surely I would be contacted if there was a problem, but that is not how this worked out. It was at this time, my property insurance agent began sending MY BUSINESS to SWIESO’S office, despite repeated requests to STOP! In time, due to a few dollars discrepancy in my monthly payments, rather than contact me a 30-day notice was sent. I never saw it.
Then came the CANCELLATION NOTICE! Ron Lamm, my property insurance agent (as well as his secretary) REFUSED to assist; then they refused to acknowledge me. Clearly, their focus was on accommodating Mr. Swieso regarding MY ACCOUNT.
It was at this time, mold began consuming 1 of the 2 structures; the tenant told me he feared the wall would collapse. Of course it would ~ without insurance, he could then sue and own all, just as Mr. Swieso’s group boasts of doing to others.
Now look at the entire message pertaining to my property insurance premium, where you will see the bigger picture as described in the above blog. Keep in mind that by this point, I had quit working for Mr. Swieso. I mention that because he actually delivered this memo from MY insurance agent, in person, because he “knew it was important.” AND HE KNEW I WAS NOT RECEIVING THE INFORMATION! I was being by-passed as this man had once again, taken control OF MY AFFAIRS behind my back.
The policy had been CANCELLED with no chance for reinstatement. This is a beautiful example of how Mr. Swieso, while in the midst of destroying me, STILL wanted recognition as the innocent, caring and concerned “friend.” He wanted to be THANKED for his help and concern. Once again wanting to be seen for all his “help” when in fact, HE was the very cause behind this.
At this point, I still did not know the legal documents were fraudulent, but I finally realized that Mr. Swieso had set out to destroy me.
And it was also clear that without property insurance coverage, the tenant, who Mr. Swieso was involved in from the very beginning, was trouble. This is why Swieso coerced me into renting to this man. This is why the”planted” tenant made it clear from day 1, he wanted to buy the buildings when I got “ready” to sell them. Escrow dragged out for 1 yr because no one would tell me about the fraudulent legal documents.
In the end, the new deeds to the properties entailed illegally revised parcel maps to match the new property lines. And fraudulent financing information ~ this explains why both realtors not only lied about the value of the properties but refused to help or look into my claims that I was sure the buyer did not qualify and there was fraud taking place. They had me pinned into a corner ~ either cooperate or lose everything, including my home behind these 2 properties.
As I have said all along, it was not intended that I would still be alive. With the fraudulent legal documents appointing Mr. Swieso, “Successor Trustee” of these properties ~ and my final departure underway, this is only 1 example of how Swieso is “acquiring” property and funding his “secret sideline.”

Wilbert Swieso talks of his German ancestry being superior to others, as he compares himself to “Hitler.” He has good reason to compare himself to Hitler – he has taken control of the entire city. What he has accomplished is beyond most people’s ability to comprehend.
Mr. Swieso is a former employee of the City of Fresno, who boasts of 50 yrs behind this operation. While conspiring with various City of Fresno and PG&E personnel, he laughs at the public for being so oblivious. He refers to city officials as nothing more than “puppets” who are too incompetent to catch or stop him. It appears that he involves them just enough ….. then behind their backs he takes things further. With altered public records to cover up the evidence of what is taking place, he says NO ONE will EVER figure it out. Secret water diversion.
In addition to being a previous employee of the City of Fresno, Mr. Swieso is a long-time insurance agent, financial consultant, Long Term Care specialist, estate planner. He has combined his expertise in these fields to create one of the most horrific operations in CA history.
Below is a description of how Mr. Swieso and his mob took over the lives, properties and assets of his victims located in Fresno’s historic Tower Dist. in order to seize control of properties to have them rebuilt on top of the secretly replaced water system.
Mr. Swieso conspired with his attorney, David A. Silva, in fraudulent legal documents appointing Swieso, “Successor Trustee” of victim’s properties that were in an IRREVOCABLE TRUST!
He conspired with nearby water district (his pension client) in a fraudulent Long Term Care policy, stating in his own handwriting that his victim (who was HIS employee at the time) was employed by the water district – appointing Swieso “beneficiary” of the life insurance portion!
Victim’s neighbor to the east was also targeted. City risk analyst lied and set him up – property torn apart and rebuilt on top of the secretly replaced water system. Parcel map altered in escrow. Signature on new deed looks like the one Swieso forged on an insurance application.

Estate attorney for the estate of murdered William Polzin was the same attorney who conspired in fraudulent legal documents for properties 100′ to the east.

Back up to the neighbor to the east, the one who was never seen again. New owner of this property lives next door to Swieso’s other partner, Jeffry Winslow, who implied elimination of his former wife and her family in order to carry this out on their properties. Click below.
Mr. Winslow accurately predicted 1 year in advance, that the neighbor to the north would have his foot amputated and die. He keeps a score card of people who have had their foot/feet amputated. Diabetics, as this neighbor was, are more susceptible to the raw sewage discharges that take place as this operation continues. Neighbor to the north also contracted hepatitis. Deceased, age 50.

Mr. Swieso conspires with property insurance agents in cancellation / non-renewal of coverage as newly-clamped water lines are loosened. Mold consumes the property; in some cases, tenant sues and ends up owning all.
What took place above, is an example of how the “path is cleared” in order for Swieso and his mob to continue the secret replacement of the city water system without leaving witnesses or complaints. “Planting” of tenants and nearby occupants; elimination of others. All properties then rebuilt without permits or inspections, on top of the replaced water system. Parcel maps are illegally altered in escrow as properties are re-sold as “original” to unsuspecting buyers. Public records show how the “planted” occupants rotate and intertwine as this operation continues throughout town.
With older records replaced with revised records, the City of Fresno claims no knowledge or responsibility for ANY of this. Despite the fact that most Fresnans know that Olive Ave. was widened, the City claims it was not. The City’s own unaltered sewer layout verifies it was indeed widened. It was done block at a time, which called no attention to the secret replacement of the water system.
The City denies relocation / reconnection of utility poles. (The easement for this one was behind the Laundromat. It is now standing where the dumpsters once did.)
The City claims that residential streets were not widened and alleys not narrowed to compensate.
The finished product. (Same block as shown in above diagrams/photos.) Not one structure standing as it was when initially built. Yet no record for any of this – only altered parcel maps and aerial views to make it appear that things were always as they are now.
This is an example of a connecting structure that was rebuilt without authorization, permits or inspections. The entire city is now setting on top of clamped lines, which property owners are held liable to maintain!
Principal Insurance condones the fraud, forgeries, burglaries, destruction of private property, real estate fraud, municipal corruption, and suspicions of much worse. Principal Insurance “feeds” their employees and clients to Mr. Swieso – the trail speaks for itself. They like all the new busine$$ Mr. $wie$o bring$ in – they are not interested in the forgeries, fraud, or welfare of their clients.
Who is paying for all of this? How is this funded? Can you imagine the money behind all the forged insurance papers and real estate theft?!?

Prior to William Wyatt Polzin’s murder, his neighbors were secretly carrying out secret altering of the water system, which would be connected to Mr. Polzin’s water system.
Immediately following the murder, both structures underwent major reconstruction with the new water lines going down the new property lines. (Note: David A. Silva was the estate attorney for Mr. Polzin.) The street in front of these properties (Olive Ave.) was widened; fire hydrant relocated from Olive to side street; relocation of utility poles, storm drains, street lights. Parcel maps were altered as though nothing changed. Mr. Polzin’s property re-sold as “original.” Neighbors claim that nothing took place. Click below.
Mr. Polzin’s neighbors moved around the corner (3 doors down) and repeated the alterations; home next door was removed as this home and parcel nearly doubled in size.
One of the 2 occupants had previously occupied the house next door (directly to the south), where the same alterations took place. Then Don died in this house. Dan died in this house. Genevieve died in this house. Frank (not sure if he is dead yet but the estate papers were already prepared.) The owner “acquired” the estates of 3; handled the estate of another. When Don’s mother died, Mr. Silva was the estate attorney. Then Mr. Polzin’s mother died, same group handled her estate.
The street was widened. Alleys narrowed to compensate.
More altered parcel maps to make it appear that nothing took place; more lies from these same neighbors that none of this took place.
Then came turn for my family’s 3 properties. Suspected homicides; properties taken by fraud; attempted murder of me. Explained on my page. Click: Marla David A. Mr. Swieso and his mob tried to swindle me of $2,000 to reconnect all the utility lines he said “mysteriously” fell to the ground. Upon mention of PG&E, he had the “planted” tenant reconnect, which resulted in an additional $900+/- to my utility bill that month. With PG&E’s records altered, they insisted their pole had always been standing as it was. (“People Watchers” boast of hidden cameras [inside/outside], tapped phones, hacked computers, bypassing alarm systems, utility theft, linked to these relocated poles throughout town.)
My neighbor to the east had also been lied to and set up by the city risk analyst. My neighbor was never seen again. His property was torn apart and rebuilt on top of the new water system. More altered parcel maps and more lies from these same neighbors that none of this took place.
I saw Mr. Swieso forge the wife’s name on an insurance application citing his motto: “You can’t live for the dead.” Click on picture.
Mr. Swieso’s partner told me he would be taking over all these properties – he said I would be meeting the others, including his former wife who he implied doing this to, “in another world.” Check out this man’s trail:
Mr. Winslow predicted my next-door-neighbor’s death 1 year in advance. How did he know that my neighbor’s foot would be amputated and he would die? Diabetics are more susceptible to the staph and deadly pathogens that breed in raw sewage. This operation entailed repeated discharging of raw sewage, which the risk analyst blatantly lied about. Her response to the illnesses and infections among my handicapped uncle, my neighbor and me – “not my problem.” My neighbor, who also contracted hepatitis, died at age 50. My handicapped uncle’s hospitalizations coincided with the sewage back spills; his death coincided with the citywide upgrade, which allowed Swieso to have the fraudulent legal documents prepared. I endured years of excruciatingly-painful cellulitis of both feet.
With the chemicals still in my system, the confusion and terror was horrifying. These structures were no longer standing as they were; everything I owned had been stolen / switched with trash. Doors/windows, rain gutters, toilets, sinks, flooring, built-in cabinets, everything switched with trash. Walls crumbling, my home was left a shambles.
Seeking help from the city risk analyst continued resulting in more lies which is why I then directed my pleas for help from Mayor Alan Autry. That resulted in having a Restraining Order issued against me – not only calling ME a “liar” but having ME deemed a “danger to THEM!” Death threats followed.
With the trail of death, fraudulent legal documents and suspected homicides following the risk analyst, I reported her as a “danger to the public.”
Mr. Trost, mentioned in the above letter, is the senior risk analyst who committed perjury to cover up all of this – he refuses to acknowledge me. As you can see, the City of Fresno wiped us out, prohibited me from help, justice for my murdered family members, or restitution for what took place.

THE CITY OF FRESNO HAS SEEN TO IT THAT I REMAIN PINNED INTO A CORNER WITH NO WAY OUT – THEY DO NOT LEAVE WITNESSES OR COMPLAINTS. STRIPPED OF HUMAN AND CIVIL RIGHTS, UNEMPLOYED, I AM SURROUNDED BY THEIR MOB AS THE DEATH THREATS CONTINUE.

Gov. Schwarzenegger’s people behind the upcoming North Fork Rancheria of Mono Indians casino, mentioned below, have trails of suspected homicides. That includes Jeffry C. Mr. Winslow conspired with Wilbert G. Swieso and the City of Fresno in having my family and neighbors eliminated in order to tear our properties apart and rebuild them on top of the city’s secretly replaced water system. 04/28/2008 — California Governor Arnold Schwarzenegger today announced the signing of two related tribal-state gaming compacts with the North Fork Rancheria of Mono Indians and the Wiyot Tribe. The compacts directly unite the interests of North Fork’s 1,700 citizens and the Wiyot Tribe’s 600 members, benefiting one of the largest tribal populations in the history of such agreements.

Gov. Schwarzenegger signs tribal gaming compacts
“These compacts are a model for protecting the environment and balancing the needs of the tribes and local communities. The compacts avoid construction of a casino along California’s coast and in the Sierra foothills while respecting both tribes’ sovereign right to pursue economic development through gaming and other means,” said Governor Schwarzenegger. “These compacts help avoid impacts to two environmentally sensitive sites by allowing the North Fork Mono Rancheria to operate a single facility within its historic area at a location favored by Madera County and the majority of local representatives and residents.”
Under the compacts, the Wiyot Tribe would:
* Forego its right to game on its tribal lands along Humboldt Bay in Northern California in exchange for revenue payments from a gaming facility to be operated by the North Fork Mono Rancheria in Madera County. The compacts will provide an important economic stimulus to two of the most economically challenged regions in the U.S.
* Agree to distribute no more than 50% of net revenues produced from the Compact in any year to its tribal members and to reserve at least 50% of the net revenues to fund tribal government operations or programs, to provide for the general welfare of the Tribe and its members, to promote tribal economic development and to donate to charitable organizations.
The North Fork compact would:
* Authorize the North Fork Mono Rancheria to operate a gaming facility on a portion of a 305-acre parcel in an unincorporated area of Madera County just north of the City of Madera. The location avoids development of a gaming facility on the North Fork Rancheria that would significantly impact threatened wildlife and habitat in a remote Sierra foothills area adjacent to the Sierra National Forest and connected by unpaved roads to the Sierra Vista Scenic Byway south of Yosemite National Park.
* Authorize the Tribe to operate no more than 2,500 slot machines at a single facility on the 305 acre parcel. The Tribe has agreed not to engage in any gaming activities on its other Indian lands in the State during the term of the compact.
The Tribe identified the 305-acre parcel in consultation with local officials as an appropriate site for the proposed development, particularly from a land use, jobs creation and environmental perspective. The North Fork Mono Rancheria has since entered into separate Memoranda of Understanding with the County of Madera, the City of Madera, and the Madera Irrigation District to mitigate potential impacts associated with the project and to establish charitable foundations for the community.
The Tribe estimates that the resort casino and hotel would generate approximately 1,500 permanent jobs, 750 temporary construction jobs and 2,000 ancillary jobs and $45-$50 million in annual purchases of goods and services each year.
The Wiyot Tribe would receive revenues from a trust operated by the state for its benefit and funded solely from a percentage of revenues generated by the North Fork facility. In exchange, the Wiyot Tribe has agreed to refrain from exercising its right to construct a casino on tribal lands known as the Table Bluff Reservation in Humboldt County, on a bluff bordered by the ecologically significant and sensitive Humboldt Bay and Eel River Estuary.
The United States Fish and Wildlife Service manages the Humboldt Bay National Wildlife Refuge Salmon Creek Unit east of the Reservation and the Eel River Estuary to the south. These protected areas exist primarily to protect and enhance wetland habitats for hundreds of thousands of migratory water fowl that rely on the Pacific Flyway. More than 200 bird species, including four endangered species, regularly feed, rest or nest on the refuge or other nearby areas around Humboldt Bay.
The North Fork Mono Rancheria will share revenues with the state based on a sliding scale percentage of net win from the operation of both slot machines and banked card games ranging from 13.5 percent to 22 percent. The facility is estimated to generate over $25 million annually for the state general fund during each of the first seven years of operation.
In addition to its contributions to the state, the North Fork Mono Rancheria will share a portion of its slot revenues with the trust fund benefiting the Wiyot Tribe. The fund will receive 2.5% of the first $100 million of net win, 3% of amounts between $100 and $200 million in net win, and 3.5% of net win over $200 million. The benefit is projected to be between $3 million and $5 million a year – nearly four times as much as the Wiyot Tribe currently receives in gaming allotments under state law.
The North Fork compact limits the size of the resort casino and hotel to a 280,000-square-foot footprint with 2,000 slot machines, with an option to expand the facility and operate up to 500 additional slot machines during the 20-year term of the compact if the Tribe’s existing agreement with the County of Madera is amended to cover any additional off-reservation impacts to the environment. The North Fork compact also requires the Tribe to enter into a mitigation agreement with CalTrans for state road improvements.
In addition to providing for an annual independent audit, the North Fork compact allows the state to conduct its own annual audit. The North Fork compact includes all of the same important safeguards for employees and patrons as in recently announced compacts, and is the first to include comprehensive provisions relating to employment discrimination and minimum internal control standards (MICS).
At the tribes’ request, the compacts won’t be submitted for ratification by the Legislature until the Secretary of the Interior approves placing the Madera County casino site into trust. The Governor will be signing the compacts today to highlight the strong public policy rationale and the significant financial and other state interests behind his anticipated concurrence consistent with the Governor’s Proclamation on Tribal Gaming Policy dated May 18, 2005.

Another victim has come forward.
RECAP: Structures throughout Fresno are being rebuilt on top of the secretly replaced water system.

Ringleader behind this is former employee of the City of Fresno, Wilbert Swieso. He said this is behind the valley’s water shortage – secret water diversion, further laughing that the public, including farmers without water, will never figure this out.

Until now, only commercial property in Fresno was equipped with water meters. Residences had a flat monthly rate. But with CA’s “water shortage” taking place, more steps are being taken to cut back on water usage.
Public Works has always assured residents of their upstanding, quality services and maintenance of our water system. In fact, it was with regret that they were “forced” to raise our rates back in 2006. Lots of protest and meetings took place as this was being discussed. They won – rates were increased so the City could continue their quality services and upgrades.
Now lets take a look beyond the bullshit.
50 yrs went into the planning of this “water shortage.” The entire city has been rebuilt on top of a new water system which, according to the mastermind, is for secretly re-directing our water for upcoming development. (Schwarzenegger’s dams, casinos, etc.)
Replacing a city’s water system entails reconstruction of every property, every street widened and sidewalks replaced. (Autry’s “No Neighborhood Left Behind” scenario re: new sidewalks and gutters.) While some structures are removed and others expanded, alleys are narrowed in order to compensate for what has been cut off front lawns – all property lines end up different. This is why ALL structures throughout Fresno are now setting on top of clamped sewer and water lines. Instead of permits or inspections, public records have been altered to make it appear that things were always as they are now.

The entire city has been turned inside out to pull this off. Nothing is standing as it was when built. Parcel maps illegally altered in escrow as rebuilt trash sold as “original” to unsuspecting buyers.
This is what the City of Fresno committed perjury to deny. Because in order to pull this off on my family’s, neighbor’s and my property without leaving witnesses or complaints, they conspired in having us annihilated. In a short radius of 200′ they left a string of burglaries, ID theft, fraudulent legal documents, illegal conversion of assets, suspected homicides, unsolved murder as Olive Ave. was widened, shown above. They actually deny widening the street or relocation of street lights, fire hydrants, utility poles, etc. Knowing they were caught, they turned the tables and made ME appear the criminal while portraying themselves as victims.
Mr. Trost, mentioned in the above letter, refused to help or answer questions. Even when asked about the water meter in the alley that had been relocated, he demanded, “That is YOUR problem, it is on YOUR property!” I do not own the alley nor maintain the city water meters. This is the City’s responsibility, verified on their own web page.
Mr. Trost then committed perjury to cover all of this up and has since refused to acknowledge me. How is this for a set up? DEATH THREATS FOLLOWED. Then came the City of Fresno’s sexual harassment against me for exposing this operation.
The City of Fresno is using the late John Bonadelle’s name behind all of this. (Bonadelle, largest developer in the county who was previously found guilty of conspiring with the City of Fresno in development fraud.
