Below: Threatening response from the City of Fresno when I reported their risk analyst as a “danger to the public.” She was caught lying to property owners about the cause behind recurring sewage back spills. Deeming these events to be the result of “negligence in sewer maintenance” when in fact, city sewer and water lines were being secretly replaced, section at a time – victims deliberately and repeatedly exposed to deadly, infectious, disease-carrying raw sewage. She demanded “release for clean-up” be signed – then used those as her ticket of non-responsibility for the ensuing illnesses/infections/deaths; suspected homicides; burglaries. Not expecting any survivors, properties were taken by fraud and rebuilt without authorization, permits or inspections on top a haphazardly-replaced water system. Much more.
Above letter mentions 3 people:
1. Kerry Trost, Senior Risk Analyst, who said then-Mayor Alan Autry ordered the Restraining Order against me. With the city’s records illegally altered to cover up the evidence of what took place, Mr. Trost smirked, “You will never prove it.” He not only committed perjury to cover up the atrocities, he prohibited me from reporting this to anyone else at the City but HIM for a period of 3 yrs, at the same time he refused to acknowledge me.
2. The very risk analyst who set up targeted property owners for annihilation so the municipal fraud could be carried out without leaving witnesses or complaints. Operation is also behind unsolved murder across the street. Trail of this.
3. Mayor Alan Autry who, according to Mr. Trost, was “tired of hearing about this.” He had it covered up with name calling, perjury and threats against me.

Despite witnesses, photographs and the City’s own unaltered records, risk analyst # 1 and # 2 have the audacity to deny Olive Ave. (Tower Dist., bet’n Fruit & Olive Aves. shown below) being widened. This is behind everything I reported. Carried out 1 block at a time.
Billions and billions of dollars to turn the city inside out, haphazardly patched back together on top of a shoddy water system that is held together with clamps, followed by altered records to cover up the evidence.
There is no record or accounting for this. WHO IS PAYING FOR ALL OF THIS?
It appears to be funded from the ID theft, insurance fraud and real estate theft being covered up by the very people mentioned in the above letter.

The City of Fresno’s “infrastructure upgrade” is leaving a trail of illness, infections, deaths. Because along side the “infrastructure upgrade” is another operation taking place. It entails deliberate and intentional discharging of raw sewage, followed by unknown chemicals / pesticides for the eradication of sewer roaches, sewer rats and mosquito infestations, as the replacement of the water system continues BEYOND what has been authorized. As the sewage is discharged on private property, the City risk analyst shows up after these events, lying about the cause. Demanding a signature for “release for clean-up.” Public records are then altered to cover up the evidence of what is taking place. The release, in addition to the altered records, are then used to deny knowledge or responsibility for the aftermath – including the major damages/alterations to private and city property.
The risk analysts went as far as to commit perjury to cover all of this up. Despite their own unaltered records, photographs and witnesses, they have gone as far as to deny city street widening, relocation of storm drains, street lights, fire hydrants, and utility poles. Because there is no record for it taking place! What they are involved in is not authorized or being carried out legitimately – hence, the illegally altered records. The ringleader, a former employee of the City of Fresno, boasts of overriding the Planning Dept. and altering records to cover up the evidence. He is laughing at our City officials, saying they are too incompetent to ever figure it out. With the City’s office personnel looking at altered records, there is no help.
In addition to my ongoing illness and infections, my handicapped uncle died as this took place on our property. I was called a “liar” about what took place, and prohibited from filing a report, seeking justice or restitution. Neighbors on 3 sides of me also left dead as this took place.
This operation is threatening both public health and the environment as a whole. Complete failure to protect public health or maintain compliance issues and/or appropriate safety factors.
Please advise.

Based on the information you’ve offered, it might be advisable for you to contact the City of Fresno directly. If you feel you have exhausted that avenue, then you might try the Fresno County Board of Supervisors or your elected state officials. You always have the option of contacting the state Attorney General’s office, as well as the Water Resources Control Board.
This agency, however, has no legal authority to deal with the issues you’ve described. Good luck.

Some time ago, I was informed from a very reliable source that a worldwide major catastrophe is indeed expected.
Many plans and changes are taking place in preparation for a major solar storm. One such change is the nation’s water infrastructure. A report issued by the National Research Council (NRC) in January 2009 has warned of the far reaching consequences of a solar storm hitting the Earth as the sun becomes more active during solar cycle 24 which began in 2008 and peaks around 2012. A March 23 article in the New Scientist discussed the significance of the NRC report which details how a solar storm could wipe out the electrical power grid causing massive disruption in the U.S. and around the planet. The impact of the plasma energy directly bombarding the Earth during a solar storm could lead to electrical power stations being off line for weeks and months at a time, as overworked workers try to repair badly damaged electrical equipment. According to the NRC report, this would lead to “disruption of the transportation, communication, banking, and finance systems, and government services; the breakdown of the distribution of potable water owing to pump failure; and the loss of perishable foods and medications because of lack of refrigeration.” Imagine life without running water from a tap, no refrigeration for storing food, gas for your car, or mass transit due to the power grid being off line for months. Millions of Americans could subsequently die in such a scenario described by Michael Brooks author of the New Scientist article, “Space storm alert: 90 seconds from catastrophe.” Such disturbing scenarios are very possible according to the National Research Council report. Now is the right time for bold action to replace the outdated electrical power grid with a decentralized form of fuelless or ‘new energy’ generators that can be mass produced for homes, small businesses and essential services.

Solar Storm to shut down U.S. for months
A powerful solar storm may hit the U.S. and affect the country for months. The solar storm could shut down power grids and other communications systems by inducing currents that melt transformers. The catastrophic effects will lead to potential loss of governmental control of the situation.
The report was taken from a new study by scientists from the National Academy of Sciences. The scientists highlighted the worst-case scenario solar storm that may hit the earth. The research study was commissioned and funded by NASA. Experts from around the world in industry, government and academia participated.

Friends, this is what appears to be used to justify the annihilation of my family and neighbors in order to “clear the path” so the city water system could be secretly replaced. The problem is that there is no record for any of it, because it had NOTHING TO DO WITH THE INFRASTRUCTURE UPGRADE AND/OR CONCERN ABOUT A PREDICTED SOLAR STORM. No concern over the safety and/or welfare of anyone as property owners ended up dead, never seen again, and/or murdered.
There are 2 water operations taking place in Fresno/central valley:
1. The infrastructure upgrade, which is legitimate.
2. Secret water diversion operation, which began 50+/- yrs ago.
There were no fears or warnings about a pending solar storm back in the early 60s when the secret water diversion operation began. No mention of Planet X or concern of asteroids and/or comets slamming into Earth, when Wilbert G. Swieso and his mob devised a way to get around State water laws and regulations that prohibited development beyond Millerton / Friant. No doomsday scenarios as he recruited the “right people” to help him override the Planning Department as he and his work crew began tearing up the city, parcel by parcel, to alter the water system for the sole purpose of diverting the water for upcoming development ~ laughing that the public would never figure it out. This man has been running people off their property, forcing some into foreclosure, and worse as he leaves a trail of ID theft, forged deeds of people never seen again, altered / fraudulent legal documents, insurance fraud. He has PG&E’s equipment and poles altered and reconnected, major reconstruction of private property on top of clamped sewer and water lines, without permits or inspections, followed by altered records to cover up the evidence! He has streets widened, property lines changed, relocation of storm drains, fire hydrants, on and on and on. Mr. Swieso is NOT contracted with the City of Fresno or there would be a record for these alterations. Mr. Swieso tied all of this into the City’s new infrastructure upgrade, which to outsiders, appears to be legitimate. This is how he is getting by with this and more.
So while billions of taxpayer’s dollars went into strengthening our water infrastructure ~ billions of dollars were also invested into weakening it! (Where do you think that money came from?) RFID /Microchips | Is it possible to monitor 2-way conversations?

We have all heard and read about RFID tracking devices being implanted for various reasons. Smaller than a grain of rice.

We have even heard and read about people being implanted with RFID devices without their knowledge or consent, which constitutes violation of privacy (not to mention the potential health repercussions i.e., tumors linked to RFID implants.) So keep in mind that according to Wikipedia:

Veterinary and toxicology studies carried out from 1996 to 2006 found that lab mice and rats injected with microchips sometimes developed cancerous tumors around the micropchips (subcutaneous sarcomas). Data suggest that between 1% and 10% of the implanted lab animals developed malignant cancers originating in the tissue surrounding the microchips. Dr. Cheryl London, a veterinarian oncologist at Ohio State University, noted: “It’s much easier to cause cancer in mice than it is in people. So it may be that what you’re seeing in mice represents an exaggerated phenomenon of what may occur in people.” London suggested a 20-year study of chipped canines was needed “to see if you have a biological effect.” Specialists from several pre-eminent cancer institutions have supported such testing before microchips are implanted on a large scale in humans.[citation needed]
Other medical complications
According to the FDA, implantation of the VeriChip poses potential medical downsides.[9] Electrical hazards, MRI incompatibility, adverse tissue reaction, and migration of the implanted transponder are just a few of the potential risks associated with the Verichip ID implant device, according to an October 12, 2004 letter issued by the Food and Drug Administration (FDA).[10]
A patient could be burned if the chip reacts to outside source of EMF radiation, such as a strong electrical field or a magnetic resonance imager (MRI) machine. The strong magnets used in an MRI scanner could destroy the implant and cause serious burns, internally and externally.[citation needed] According to the FDA’s Primer on Medical Device Interactions with Magnetic Resonance Imaging Systems, “electrical currents may be induced in conductive metal implants” that can cause “potentially severe patient burns.”
However, when the Mythbusters TV show[citation needed] tested a microchip implant in an MRI machine, the test subject showed no signs of pain or trauma. Since MRI machines come in various strengths, it is possible that higher energy-emitting MRI machines may be more problematic. The model and make of the chip could affect possible outcomes as well.

As technology continues to come up with more and more ways of monitoring the public, it is clear that our right to privacy is systematically being taken from us. It is also clear that methods of monitoring are becoming more high-tech and invasive.
For years, I did not believe what I heard about an implant being used for secretly monitoring of conversations – actually hearing 2-way conversations. It was the father of a local FBI agent who laughed and laughed that no one would ever figure it out – including me, even after what had been done to me.
What was done to me? I woke up one morning with excruciating jaw pain. The pain in my back gum area felt like knives had been used. But my jaw hurt so badly I could not open my mouth to look. I contacted my dentist and told him I had a sudden case of TMJ and was desperately in need of help. I could barely open my mouth wide enough to be fitted for a plastic device. Even with the TMJ device in place, the pain persisted for approx. 2 months – my jaw never did close as it previously did. Although I never said anything, I could also feel *something* in my ears. As time went on, I was surprised how various people seemed to know my personal information, including private conversations I had with others. My “friend”, the father of the FBI agent (linked to the people behind the secret water diversion operation Click: Marla repeatedly carried on about a technique being used (by his daughter) for monitoring people. Far beyond tapped phones and hidden cameras, something being implanted ~ a technique, he said, allowing for horrible things to be done to victims. Then he gave me a medical book and told me I would soon be needing it.
I always sensed that something was done to my jaw when the so-called “TMJ” ordeal happened. I never forgot how John E. laughed that my mouth was hanging open afterwards. Or his mention of mafia connections. (Turns out that John, my “boyfriend” was/is also linked to the group behind the water diversion operation.) With ongoing hints from others about conversations being monitored, I began to wonder if it was possible that something had been implanted into my gum area. I told myself that would be impossible.
After a few more hints, I recently began to look for information on the subject. With so many other incredible ways of monitoring people without their knowledge, could something like this be possible ~ to implant a device in order monitor a person’s 2-way conversations? Why does a sewer backup present a serious health threat? A sewer backup will always be the source of health hazards mainly because of the organic waste and wastewater that it contains. Fresno’s insurance / estate planning fraud

An investigation would reveal that Wilbert G. Swieso, CLU, ChFC is having various clients and their family members administered unknown chemicals in order to create horrific situations as he carries out his “secret sideline” ~ conspiring in municipal fraud/corruption. In so doing, he creates the very situations he makes himself appear to heroically resolve. From family discrepancies to major renovations to property to reinvestment of death claim funds.
He gains access to his client’s properties with offers of “help with home repairs.” Sewage back spills and major repairs ensue. Before it is over, the property is no longer standing as it was when originally built. His trail is comprised of death, divorce, foreclosure, suspected homicides, forged / altered / fraudulent legal papers, fraudulent insurance policies.

He refers the same home health employees who conspire in his “secret sideline” ~ some of whom may not be legitimate either.
He conspires in VIN altering (Eberwein Auto, Fresno)
He conspires in cancellation of property insurance coverage.
He conspires in forcing people into foreclosure. On one occasion he stepped in to pay cash, laughing, “Most people are 1 paycheck away from bankruptcy.”
He conspires in real estate fraud.
He conspires in running people off their property by raising the rent. After renovations are carried out and property lines altered, he has parcel maps altered at title companies. He presents these to neighbors as “proof” of their property overlapping and unless rectified, at THEIR expense, they will be SUED!
He has families annihilated.
For years, I was being administered unknown chemicals while being set up for what this heinous monster did to my family and me. I lost my family, our income properties, everything I owned. Robbed, raped, pets killed and more. I barely got away before he finished me off. MY SIBLINGS ARE STILL BEING POISONED ~ THIS IS HOW HE AND HIS MOB PITTED ENDS AGAINST ONE ANOTHER. SWIESO AND HIS GROUP DO NOT STOP UNTIL THEIR VICTIMS ARE ELIMINATED!

Learn how insurance agents (and realtors) conspire in robbing and seizing control of their client’s properties and assets. Keep in mind that the mold problem mentioned below was the result of Swieso having the newly-clamped water lines loosened, covered in cement in order to create the problem.
Not mentioned here is one of Mr. Swieso’s techniques in “helping” his confused clients obtain Long Term Care insurance before they “forget” to pay their premium. Always there to help, he is licensed in “reverse mortage.”

My monthly property insurance premium statements for my family’s 2 commercial properties arrived by mail – promptly paid.
Upon renewal, the premium changed somewhat. Suddenly, I stopped receiving the monthly billings. Not wanting to be an inconvenience, I continued making payments online ~ unfortunately, in the wrong amount. Surely I would be contacted if there was a problem, but that is not how this worked out. It was at this time, my property insurance agent began sending MY BUSINESS to SWIESO’S office, despite repeated requests to STOP! In time, due to a few dollars discrepancy in my monthly payments, rather than contact me a 30-day notice was sent. I never saw it.
Then came the CANCELLATION NOTICE! Ron Lamm, my property insurance agent (as well as his secretary) REFUSED to assist; then they refused to acknowledge me. Clearly, their focus was on accommodating Mr. Swieso regarding MY ACCOUNT.
It was at this time, mold began consuming 1 of the 2 structures; the tenant told me he feared the wall would collapse. Of course it would ~ without insurance, he could then sue and own all, just as Mr. Swieso’s group boasts of doing to others.
Now look at the entire message pertaining to my property insurance premium, where you will see the bigger picture as described in the above blog. Keep in mind that by this point, I had quit working for Mr. Swieso. I mention that because he actually delivered this memo from MY insurance agent, in person, because he “knew it was important.” AND HE KNEW I WAS NOT RECEIVING THE INFORMATION! I was being by-passed as this man had once again, taken control OF MY AFFAIRS behind my back.
The policy had been CANCELLED with no chance for reinstatement. This is a beautiful example of how Mr. Swieso, while in the midst of destroying me, STILL wanted recognition as the innocent, caring and concerned “friend.” He wanted to be THANKED for his help and concern. Once again wanting to be seen for all his “help” when in fact, HE was the very cause behind this.
At this point, I still did not know the legal documents were fraudulent, but I finally realized that Mr. Swieso had set out to destroy me.
And it was also clear that without property insurance coverage, the tenant, who Mr. Swieso was involved in from the very beginning, was trouble. This is why Swieso coerced me into renting to this man. This is why the”planted” tenant made it clear from day 1, he wanted to buy the buildings when I got “ready” to sell them. Escrow dragged out for 1 yr because no one would tell me about the fraudulent legal documents.
In the end, the new deeds to the properties entailed illegally revised parcel maps to match the new property lines. And fraudulent financing information ~ this explains why both realtors not only lied about the value of the properties but refused to help or look into my claims that I was sure the buyer did not qualify and there was fraud taking place. They had me pinned into a corner ~ either cooperate or lose everything, including my home behind these 2 properties.
As I have said all along, it was not intended that I would still be alive. With the fraudulent legal documents appointing Mr. Swieso, “Successor Trustee” of these properties ~ and my final departure underway, this is only 1 example of how Swieso is “acquiring” property and funding his “secret sideline.”
Fresno attorney – did he vanish too?

What is happening to those who conspire and/or become victims of Wilbert G. Swieso and the City of Fresno? Behind the secret replacement of the city’s water system. There is a trail of murder, suspected homicide. Verified forgeries of people never seen again. Real estate fraud. Illegally altered parcel maps used to threaten residents with lawsuits of property-line disputes. Reports of poisoning. Fraudulent insurance policies.
Wilbert Swieso was finally caught in action – conspiring with Dept. of Public Works in carrying out the very operation he boasts of masterminding 50 yrs ago. A city completely rebuilt (with virtually no enforcement of building regulations) on top of a new water system designed for upcoming water diversion where Swieso owns property. Public records altered to cover all of this up, as though things were always as they are now.
Upon being caught, Mr. Swieso sold his 2 parcels.
Mr. Swieso – a man who for decades, spent every spare minute offering his insurance clients “help with home repairs” – victimizing and annihilating as the secret replacement of the water system continued, parcel-by-parcel. In the meantime, what happened to the attorney who conspired in fraudulent legal documents, appointing Mr. Swieso in charge of his victims’ properties? He and Mr. Swieso had offices next door to one another – they “shared” clients – including me. Only after narrowly getting away did I see how this same attorney also “serviced” my dead neighbors – behind more secret replacement of the city water system.
Upon being reported for fraud, the attorney fled, never to be seen again. Is he alive or did he follow the “rotation system?” Why hasn’t Mr. Swieso been investigated?

As ADA violations continue to escalate behind secret replacement of the city water system, public records are altered to make it appear that things have always been this way. The City of Fresno then denies all knowledge and/or responsibility for the aftermath.

The Americans with Disabilities Act (ADA), passed in 1990, is a landmark civil rights law that prohibits discrimination based on disability. It requires “the reduction of barriers that keep the disabled from full access to community life.”
By 1992, cities were required to have “transition plans” detailing how they would bring buildings and other public spaces into compliance. Modifications were to be completed by 1995.
Fresno is an example of a city that has not only refused to comply with these laws – they continue to CREATE the the obstacles / barriers, then alter public records to cover up these heinous acts!

Another victim has come forward.
RECAP: Structures throughout Fresno are being rebuilt on top of the secretly replaced water system.
Removal of various structures; expansion of others. Streets widened. Every property line altered.
No record for any of this. Reconstruction without permits or inspections. Property resold; parcel maps illegally altered in escrow, as though things were always as they are now.
The new parcel map is then presented to the neighbor/s who are threatened with lawsuits by this mob, over the CITY OF FRESNO’S property lines!
And the altering of more property lines continues – absolutely no record that anything ever took place.
Block by block, over the last 50 yrs, every property rebuilt with new property lines.
Ringleader behind this is former employee of the City of Fresno, Wilbert Swieso. He said this is behind the valley’s water shortage – secret water diversion, further laughing that the public, including farmers without water, will never figure this out.
